2.0.3 has its problems. Luckily, Blizzard never sits still and is already hard at work on fixing it.

The dungeon difficulty stuck on Heroic isn’t working as intended. Heroic will only unlock when you are L65+. Currently it’s bugged and it will be fixed in a future patch. In the meantime try this:
