It is a reference to the Marines and how they say the same line about their rifle. It is also seen in the movie Jarhead when they make them repeat the line.

144. NPC: Fantei and Mingo
Ogri’la and Lower City, Shattrath City

There are a couple of reagent vendors in Burning Crusade:  In Lower City, Shattrath City the reagent vendor’s name is Fantei.  In Ogri’la, Blade’s Edge Mountains the reagent vendor’s name in Mingo.

Reference: Serenity

In Serenity, actor Yan Feldman plays as Mingo. His twin actor Rafael Feldman plays as Fanty.

Fanty and Mingo are twin brothers who appear in the Serenity comic as well as the film. They are seen as fences for goods acquired (coughs, Reagent Vendors) by Mal Reynolds and the crew of Serenity. Although identical twins, Mal is able to tell the two of them apart (he claims “Fanty’s prettier”). Their full names are Mingojerry and Fantastic Rample. The novelization states that they were named at birth by their mother – Mingojerry as a mis-remembered Mungojerrie from Old Possum’s Book of Practical Cats by T. S. Eliot, and Fantastic for what she said when she realized that she was carrying twins, meaning she had to give birth again.
