I think adding a cutscene sequence is fitting for the closing a specific arc of the game.  The Wrathgate is a perfect example of this… it served to close the first act of WotLK, setting up a rising plot with Bolvar, the Lich King, Saurfang Jr., and the rising aggression between the Alliance and Horde.  I don’t really consider Ulduar and Yogg-Saron be an act or chapter unto itself, more like a side-plot to the primary arc concerning the Lich King and the Scourge.  The end of Icecrown Citadel and the “fall” of the Lich King are the perfect closure to WotLK’s dramatic arc… and it deserves a cutscene like the Wrathgate.
